Framework governing electronic conveyancing

Model Operation Requirements (MOR), set out the standards ELNOs (PEXA) must comply with when operating.

Model Participation Rules (MPR), set out the rules Subscribers must comply with to be registered as a Subscriber with an ELNO(PEXA) and while continuing to use the ELNO's Electronic lodgment Network (ELN) and are used as the basis for the Registrar's Requirements.

Version 4 of the MOR and MPR have been published by ARNECC.

The Consultation period on these papers ends on 31 January 2017

Changes to the MOR from version 3 include;

  • Minor language variations to definitions and clauses
  • Some additional definitions
  • Changes for the introduction of Priority Notices
  • Additional compliance requirements for a ELNO

Changes to the MPR from  version 3 include;

  • Minor language variations
  • Some additional definitions
  • Wording changes to the Client Authorisations Form
  • Changes for the introduction of Priority Notices
  • Changes to SCHEDULE 5 - COMPLIANCE EXAMINATION PROCEDURE
  • Changes to SCHEDULE 6 - INSURANCE RULES
  • Changes to SCHEDULE 7 - SUSPENSION EVENTS, TERMINATION EVENTS AND SUSPENSION AND TERMINATION PROCEDURE 1 Suspension Events
