Frank Fine established his own EC competition law practice in Brussels in June 2004. In the previous 17 years, he was a full-time competition law practitioner in the Brussels offices of international law firms. In his most recent position, Mr. Fine was the senior member of the EC and Competition Unit of Dibb Lupton Alsop, a major international law firm based in London, where he was a Partner of the firm's Brussels office for six years. Mr. Fine, who is a member of the California and District of Columbia Bars, as well as the Law Society of England and Wales, is recognized perennially by Legal Business as a leading authority in the field of EC competition law.

Mr. Fine has been Vice-Chair of the International Committee of the ABA Anti-trust Section with responsibility for European Community law (1997-2001). He was Chair of the Section's Working Group responding to the Commission Whitepaper on the reform of EC anti-trust enforcement, and he co-chaired Working Groups on the 1997 amendments to the EC Merger Regulation, the EC Green Paper on Vertical Restraints and the Commission's draft guidelines on Horizontal Agreements. He serves on the Advisory Boards of the Northwestern Journal of International Law & Business, the Corporate Counsel's International Adviser and the New York International Law Review. He was Visiting Professor of EC Competition Law at the University of Antwerp for the 1995-96 academic year. He has also edited "European Competition Laws: A Guide to the EC and Its Member States," published by LexisNexis; and is the European editor of "Anti-trust Laws and Trade Regulation," also published by LexisNexis.

During his career, Mr. Fine has counseled, among others, in competition law: Cinram, Furukawa Electric, Hewlett-Packard, National Data Corporation, Lockheed Martin, Honeywell, Time Warner, Cox Enterprises, Apple Corporation, Cisco Systems, South African Competition Commission, Halifax, and Cetelem (Paribas).

Mr. Fine obtained his J.D. from Loyola Law School where he was Editor-in-Chief of the Loyola International & Comparative Law Journal. He has an LL.M. (with honors) and Ph.D. in EC Competition Law from Cambridge University.
