As the Director of EC Competition Law Advocates, Mr. Fine is engaged in the practice of EU competition law, and is licensed to practice in California, the District of Columbia and the United Kingdom. He represents companies before the European Commission and Courts, advises parties in national competition investigations and antitrust litigation, counsels national competition authorities, and advises corporations on antitrust compliance.

Mr. Fine is a Fellow of the American Bar Foundation and is in the leadership of the Antitrust Section of the ABA. He is currently Vice-Chair of the Cartel and Criminal Practice Committee of the ABA Antitrust Section and a member of the Section’s Task Force on Civil Redress and Publications Advisory Board. He is a former Vice-Chair of the Section’s Intellectual Property Committee (2006-09) and of the Section’s International Committee (1997-2001).

Having practiced in Brussels since 1986, Mr. Fine has advised companies on a wide variety of cases, including mergers, joint ventures, abuse of dominance cases, and cartels. Most recently, he represented South African Airways in the EU airfreight cartel investigation and in the related UK civil action.

Mr. Fine has spoken on competition law issues at more than 70 international conferences and he authored a number of books and articles on the subject. Most notably, he is the General Editor of European Competition Laws, a three-volume loose-leaf treatise published by Lexis Nexis, as well as the author of The EC Competition Law on Technology Licensing (Sweet & Maxwell, 2006) and of Mergers and Joint Ventures in Europe: The Law and Policy of the EEC (Kluwer,1994). He was Co-Editor of the ABA publication, Federal Antitrust Guidelines for the Licensing of Intellectual Property (3rd ed.).

Mr. Fine is an Adjunct Professor of Law at the China University of Law and Political Science in Beijing. He also sits on the Advisory Boards of the Center for Financial Regulation and Economic Development of the City University of Hong Kong, the Northwestern Journal of International Law & Business, the Corporate Counsel’s International Adviser and The Antitrust Counselor.

In 1982, Mr. Fine obtained his J.D. from Loyola Law School, Los Angeles, where he was Editor-in-Chief of the Loyola International & Comparative Law Journal. He has an LL.M. (with honors, 1986) and Ph.D. (1995) in EC Competition Law from Cambridge University.
