Speech by Madam Wang, Chairlady, China Certification and Accreditation Agency (CCAA)

Dear friends, ladies and gentleman, Good morning

Today is a memorable day for China Quality Certification Centre and SAI Global Limited. With the approval and support of related governmental branches of both countries, and through friendly consultation and all the joint effort, the largest certification body of China, CQC and its Australian counterpart SAI Global Limited are set to open their first joint venture company in the People’s Republic of China. Mr. Sun Da Wei, Chief Administrator of Certification and Accreditation Administration of China is also presented in this event, but he will not make a speech due to time constraint. He wants me to represent him here. Therefore, I, hereby, on behalf of Mr. Sun and myself would like to send you our warm congratulations.

Since the Reform and Opening up to the outside world, China’s power as a nation and its economy continued to grow at a fast pace and the quality and variety of exports continue to increase. Most notably, after China joined the WTO, its export volume has expanded. So far China has become the 3rd largest trading country in the world.

In 2000, the trading volume between China and Australia was only 8.45 billion USD, this figure doubled in 2005 and reached 27.25 billion USD, with 28.4% annual growth. This number is 2.3% higher than China’ s export growth, and 20.2% higher than Australia’s export growth.

In December, the two governments discussed the 7th negotiation of the Free Trade Agreement. By setting the FTA, not only will the economic growth of the two countries be fast tracked, but the relationship between two countries will become stronger. According to the feasibility study report of setting FTA, China and Australia’s GDP will grow by 64 billion US dollars and 18 billion US dollars in 2015 respectively. With the FTA, China and Australia ‘s trading relationship will see sustained development by cutting customs tax and tariff walls. It will also benefit Asia-pacific economic growth.

On the basis of expanding the economies and the trading relationship of the two countries economy and providing value-added management services, China Certification Centre and SAI Global Limited have co-invested CQC-SAI to service Chinese and Australian customers. Both organizations have crucial international influence in the certification management industry. This cooperation between the two organizations will provide a united source of technology, management experience and a service network. CQC-SAI will provide the following services for its national and international customers: Six Sigma, risk management, food safety, information safety management and Anti-money Laundering.

CCAA is a national nonprofit organization established in September 2005 by a group of sponsoring organization ranging form certification, training and inspection bodies and certified enterprises of a number of several hundred, CQC is one of the sponsoring organizations. The members of CCAA include certification related organizations and their staff. The aim of the association is to serve, educate, monitor, manage and regulate member organizations and their staff, to ensure their members follow the national law and regulation and fulfill their social responsibility, to act as a tie between the government and its members, to enhance honesty in the industry, collaborate within the industry, build bridges for communication, to protect the right of the members and to promote mutual development.

I hope this newly established CQC-SAI to carry on the good traditions of CQC and SAI, follow Company Law and the Charter of the joint-venture, group together to explore the market, deliver economic and social benefits and make an active contribution to the economic and trade development of the two countries.
