Ms. Dunst's practice focuses on a broad array of health care issues, with an emphasis on coverage, reimbursement and payment issues often involving new technologies. She also counsels extensively on issues relating to state and federal regulation of health care providers, including both regulatory counseling and representation in investigations resulting from the highly regulated nature of the health care industry, such as federal and state fraud and abuse rules. Isabel's clients represent a diverse cross-section of the health care industry, including pharmaceutical and medical device companies, direct health care providers, health care reimbursers and health care trade associations.

Before joining Hogan & Hartson (a predecessor firm to Hogan Lovells) in 1990, Isabel completed her career at the U.S. Department of Health & Human Services (HHS) where she had held a number of positions in the general counsels office, as the deputy general counsel of the department, the senior career legal position. As deputy general counsel, Isabel provided and coordinated legal advice to all components of HHS, including the Office of the Secretary, the Health Care Financing Administration, the Public Health Service, the Food and Drug Administration, the Office of the Inspector General and the Social Security Administration, both in Washington and in the 10 regional offices of the department.

Ms. Dunst earned a M.P.H., Harvard School of Public Health (1979), a J.D., New York University School of Law (1971) and a B.S., University of Wisconsin Law School (1967).  She is a member, Steering Committee of the Health Law Section, District of Columbia Bar; outside Director/Trustee of several of the Dreyfus Funds; and a Contributoring Editor to The Journal of BioLaw and Business.  She has been admitted to the bar at District of Columbia and New York.
